Education Policy Institute: second report into impact of grammar schools and social mobility


The Education Policy Institute (EPI) has published its second report on the government’s proposals to allow the expansion of selective education in England. The report follows the recent Autumn Statement which announced the expansion will be backed by £200 million capital funding over the next 4 years.

The report provides new analysis which looks, in greater detail, at the implications of expanding selective schooling. It looked at two key policy issues:

  1. the impact of introducing quotas for free school meal (FSM) children in grammar schools
  2. the impact of creating additional grammar school places in different parts of the country

The EPI observed the effects of grammar school expansion by assessing the impacts in the 32,844 “lower layer super output areas” in England. The report concludes that:

  • the introduction of quotas would possibly reduce or eliminate the under-representation of FSM pupils within existing grammar schools
  • introducing quotas in new grammas schools which open in low-performing non-selective local authorities will result in a significantly small benefit for FSM pupils
  • there will be difficulty for the government to identify areas for grammar school expansion that will avoid a detrimental impact to pupils who do not have access to new selective places; particularly in areas where there is public demand for new selective places and high disadvantage
