Panel work: an introduction

This module is designed to help those involved in panel work, whether as a maintained school governor, trustee, academy committee member or clerk or other governance professional.

By the end of this module, you will have an awareness of the following areas that are relevant for all review panels:

  • How to work within the relevant law, regulation and policy
  • The role and responsibilities of all those involved in a review panel
  • The panel review process

Getting panel work right is an important aspect of governance. A poorly organised panel meeting with unsuitable, untrained panel members, late or missing paperwork, poor understanding and application of the relevant law and regulation is unlikely to lead to a good decision, respected by all. It will also leave parties, clerk or panel member with a bad impression of how the process works.

This module provides a general introduction to the typical process of panel work for all types of panel. It provides practical, informed guidance as to what governors and trustees and the clerk need to do at all stages of the process from identifying the relevant regulatory framework, selecting the right panel, conducting the meeting itself all the way to understanding how to approach the making and communication of the decision.

Combined with the other modules that focus on specific areas of panel work such as exclusions, admissions, employment related issues and complaints it will ensure that panel members, panel chair or clerk are able to be confident in their roles.

The content of this module has been written by our in-house subject matter experts:

Erica Wilson – NGA consultant

Erica is an NGA consultant and delivers NGA training and facilitates the Leading Governance development programme for clerks. Erica trained as a local authority clerk and has been an independent clerk since 2013, working for both maintained schools and academy trusts. She has extensive experience in clerking panels and disciplinary investigations and has worked with a number of local authorities and academy trusts, developing and delivering training to clerks to governing bodies and trust boards. Erica also has experience as a school governor; a role she undertook for six years prior to becoming a professional clerk to governing bodies and trust boards.

Paul Aber, Head of Training Development

Paul AberPaul leads and manages NGA’s face to face training, e-learning and funded development programmes for schools and academies.  This includes working alongside NGA's Head of Consultancy recruiting, training and managing NGA’s team of consultants and trainers. 

Prior to joining NGA, Paul was centre director at the University of Law in York where his role included strategic planning and quality assurance. A former solicitor, Paul has also held course director roles at the University of Westminster and City University and course assessor roles for The Law Society.

Paul has many years’ experience of governance including maintained schools and academy trusts.
