Dr Stephen Hopkins
NGA Consultant

Stephen is an NGA consultant supporting schools and trusts through governance reviews, training, development programmes, consultancy projects, and CEO performance management. He works with boards across primary, secondary, and special schools and has particular experience in multi academy trust governance.
With more than 30 years as a governor, trustee, and member, Stephen has chaired three academy trusts and contributed to governance across a wide range of settings. His consultancy work has included strengthening governance through strategic planning, performance reviews, organisational change, governance structures, safeguarding, and risk assurance.
Stephen draws on fifty years as an educational professional, including headship in two schools, advisory work with the DfE, and service as an Ofsted inspector. He believes effective governance is central to enabling schools and trusts to thrive and works with boards to develop arrangements that are both strong and sustainable.
