Who the session is for
This session is for executive and steering group members of local associations to connect, share successes and challenges, and learn from each other.
Anyone interested in setting up a local association in their area is also very welcome to attend.
Local government reorganisation and falling pupil numbers
Local government reorganisation and falling pupil numbers are creating challenges for schools and governance networks. New unitary councils are due to assume full powers across 21 areas from 1 April 2028, changing the local government landscape in many parts of England.
We’ll explore
- what these changes could mean for local associations and their members
- the impact of demographic change and school sustainability pressures
- how local associations can support governing boards with resources, shared expertise and collective leadership that may be difficult for individual boards to secure alone
- experiences, ideas and practical approaches to supporting schools and governors through a period of change
This is an opportunity to connect with other local associations, exchange ideas and identify practical approaches to supporting governing boards through the changes ahead.

Katherine Robertson
Regional Governance Development Lead (East and East Midlands)
Katherine supports regional and local organisations to strengthen school governance. With a background in community engagement and facilitation, Katherine has worked as a governance professional for over 12 years in primary, secondary and higher education.

Karl Lawton
Regional Governance Development Lead (West Midlands and the South West)
Karl supports regional and local organisations to strengthen school governance and provides consultancy and training services. Prior to taking up his Regional Lead role, Karl rejoined the consultancy team in February 2025, after previously holding the role of DfE/NGA National Leader of Governance (NLG) from October 2021 to October 2023.
