Annual School and Trust Governance Survey 2026
A comprehensive overview of school and trust governance in state-funded schools in England.
NGA's Annual Governance Survey offers a unique window into the views and experiences of school and trust governing boards. It enables us to reflect on where governors and trustees are making the greatest impact, where they need more support, and what the education landscape looks like through their eyes.
Now in its 16th year, we have taken the opportunity to look across the whole AGS dataset, reflecting on the over 60,000 responses received across its history. And, for the first time, we have captured the voice of governance professionals, giving us a fuller picture of governance.
As the sector waits to see how government reforms unfold, this year’s survey reveals cautious optimism across school governance, with signs of stabilising finances, easing SEND pressures and a more neutral outlook on government. However, significant challenges remain, from attendance and falling pupil numbers to recruitment difficulties and governing board representation.

Although 2026 marks NGA’s 20th anniversary, the story of AGS began in 2011. Since then, the survey has taken many forms, evolving through partnerships and adapting to reflect the changing world of education. It has captured the lasting impact of the pandemic, the changing pressures facing schools and trusts, and now the emergence of artificial intelligence. This year, the survey pivots once again.
