MATs moving forward: the power of governance is a comprehensive evidence-based report exploring progress on some of the key issues in multi academy trust (MAT) governance over the past two years.

The report follows our 2019 Moving MATs Forward research and explores progress made on:

  1. Getting the right people around the table
  2. Organisational identity
  3. Ethics, culture, behaviour and relationships
  4. Clarity on who does what
  5. The role of the governance professional
  6. Community engagement and accountability to stakeholders
  7. The local tier of MAT governance
  8. Communication and information management
  9. Risk, finance and due diligence
  10. Sustainability, growth and mergers
  11. Oversight
  12. System leadership and collaboration

It also sets out five debates to move MAT governance forward:

  • too much power in the hands of too few people?
  • is the local tier being used effectively and meaningfully?
  • when is big just too big?
  • supporting leadership development
  • how can we promote the value of skilled governance professionals?

Practical recommendations for MAT boards are included alongside policy calls for the Department for Education.
